First, locate some flat, thin but rigid plastic material, such as that used for product packages with clear windows. If plastic is unavailable, heavy-duty cardstock will also work. You will need two 2-inch-by-2-inch squares, or one 4-inch-by-4-inch square, of whatever material you decide to use.
Place a milk jug cap on top of the thin plastic, then trace the capâs diameter onto the plastic with a marker. Do this twice to make two circles. Use scissors to cut out both plastic circles.
In one of the circles, poke a small opening through the center of the disc. The diameter of this circle will need to fit a brass fastener, so smaller is better.

Using a hobby knife or scissors, cut the bendable heads off of four plastic drinking straws, just below the bellowed (bendy) sections. Discard the longer segments of the straws.
These short straws will eventually be placed inside the milk jug cap in step 3. But first you will first mark the area of the milk jug cap that you will need to remove to fit the straws inside. Place two pairs of straws next to one another on the top of the underside of the milk jug cap, as shown. Use a marker on the milk jug cap to mark the area you will cut out. Using a hobby knife, cut along the eight lines you marked on the side of the milk jug cap, then remove the tabs as shown in the upper right diagram. In addition, cut a small hole in the center of the cap. This hole will eventually need to fit the brass fastener. Remove any other plastic that might interfere with the straws fitting inside the cap.
Now place all four straw sections into the milk jug cap and secure them in place using hot glue, as shown. The bellowed sections should overhang one side of the cap. These flexible tubes will make firing the darts easier.

From the outside of the milk jug cap, slide a brass fastener through the center hole in the cap assembly and up through the plastic circle with the center hole. Bend the brass fastener into place.
